Simple. Farmer goal is for the rivers to be cleaner so as to use pure water to harvest his crops. Industrialists goal is to buy cheap farmland and use it to set up factories. Their waste is let into the rivers. Both of them want to develop and have their own goals. In this case, the river. But both of their needs are conflicting.

since each individual is different from another their notion of development also varies

each one of them seeks things that are most important for them,that can fulfill their aspirations ans desires

diff people seek things that are conflicting means what is development for one may be distructive for another for example:To get more electricity industrialists want to build more dams(development for one) but this submerge the land and disrupt lives of people who are displaced(distructive for people)
