The lines above means that if a person will practise more and more in a work then he will be excellent for that work while if we are practising a little for a work we might be failed for that work at our first time.

Hiya!
Practice makes man perfect
Indeed a true statement. We all are not born perfect. Nor we master out all the things by birth. No, we aren't celestial beings who master out everything from mother's womb. It is the constant practice and devotion which makes a man prefect in anything.
Imagine : Did you study your mother tongue within a week or so from your birth? No. we learn it by a constant practice by communicating with our parents, neighbours and friends and by observing the surroundings.
So, practice makes a man perfect. If you are not a good at any thing, make it a try, f it doesn't work out, keep practicing and get into the world of success.
Hope helped.
