it all depends on your resource utilization which is of course difficult to tell how well resource are utilized.....the better human resources are utilized the better it would be for economy leading to efficiency moving ppc forward other wise the vice versa would lead to fall in human capital investment.

Unemployment implies that the resources (Labour) of the country are underutilized. So, the economy must be operating somewhere inside the PPC. 

The employment generation programmes will result in fuller utilisation of resources (Labour). As a result, such programmes will help the economy to move closer to or on the PPC.
