Each organelle communicate with each other through chemical communication. This is much different when cells form colonies like in bacteria or tissues in higher organisms. There the Nuclear DNA would determine what function like in heart muscle, or in liver, etc.

When we talk about a cell being a prokaryotic or eukaryotic, we see it as a unit which is controlled by the Boss called nucleus being in both eukaryotes and prokaryotes with different specialisation (having a nuclear membrane). When we consider a cell in general say Eukaryotic, the function such as Energy production is for Mitochondria Photosynthesis by chloroplast Transportation we have Golgi Complex and Endoplasmic reticulum Protein synthesis by ribosome Different cell organelles are assigned to perform different functions showing division of labour.
