(i) Human resource is considered to be the best resource because it is a way of referring to country's working people in terms of their productive skills and abilities.

(ii) If human resource is developed with education and health, it becomes human capital that adds to productive power.

(iii) It is superior to other resources as it can make use of other resources i.e. land and capital.
