People were having rights to choose there representatives.
The citizens those who are 25 or above 25 and pay one third of their salary as tax was having right to vote.
There were two types of citizens active citizens and passive citizens.
Active citizens were those who are having right to vote.
Passive citizens those who are not having right to vote i.e.women ,children and those who pay one third of their salary as tax
