International organization was set up on 1919. But it didn't protest against second world War. That time this organization was not so powerful. That time Europe controlled all over world because Europe was most powerful country, but International Organization dominated the rules of Europe, because International organization had that power that they could protect countries from any special control. They took decision by meeting.
