One of the key factor is the people must know what is "Democracy" first.
To many in non-democratic countries, democracy means the power to decide, being able to freely do what they want. That is not democracy. That would be paradise. IMO, democracy means compromises and responsibilities. If you are able to make decisions, than you will bear responsibility for the outcomes.
In ancient China, people are ruled by the "Scholar-officials". I would say most of them were elites. They were intelligent and wise. People granted them the power the make big decisions, then live their own lives. However, the wise men often became corrupted by greed and power, and they no longer make decision for all people, rather themselves. When people couldn't stand it anymore they rebelled, killed the rulers and made others as rulers. The cycle went on and on.
The point is, the people actually did not want to make decisions, but gave the power to the elites. Somehow this was reasonable, as people are always skilled in a certain field and someone definitely is better at being leader. But no people are perfect, and when the flaws grew bigger and bigger, it needed to be reset.
Democracy avoid this problem by making everyone "ruler". They share the power and the responsibilities. This makes the system less efficient than "elites-ruled" but also have less space for flaws. They are quickly corrected.
During my 15 years of education, I realize the "Scholar-official" system remains. When we are electing someone, for example a class president, not many people is willing to become a candidate: They do not want the responsibility or the duty. This system goes on into the society. In the end, either person with really high moral or person who is power-hungry becomes officials or leaders. And sadly, those with high morals often ends with corruption.
So IMO, if we want democracy to be successful, people must know how to use power and how to bear responsibilities. This relies on education and enlightenment and need at least a whole generation of time.
