The formal lines of authority from superior to his subordinates or from the highest to the lowest rank is known as Scalar Chain. Fayol believed that organisations should have a chain of authority and communications that runs from top to bottom and should be followed by managers and subordinates and this chain should not be violated.
In case of emergencies a subordinate of one line of authority can communicate with another subordinate of another line of authority. This is known as Gang Plank.

SOLUTION :
PRINCIPLE OF SCALAR CHAIN :
The superior and subordinates are connected through formal lines of authority. This helps in maintaining flow of communication from top level to bottom level and vice versa. Such authority and communication is said to be scalar when a subordinate reports to his superior and such superior communicates the same to his immediate superior.
PRINCIPLE OF GANG PLANK :
It is a system of communication which is adopted in case of urgency of communication and when the formal path of communication could not be followed.
