Explain the reasons for the failure of rat Hunt

It was becoz the rat hunters who were assigned to kill rats by the colonial ruler found a trick to earn money.The deal was that if the hunters would show the tail of the rats then they would belive that the rat was killed and thus pay them money.So these hunters instead of killing rats catch the rats and cut their tail to show the rulers as a proof.After cutting the tails they would leave them alive.Thus these rat hunters earned a lot but the no.of rats grew day by day.
