explain the reasons of some states of India to be more food insecure

It because of unhygienic condition, not providing proper food service by government.
Or stop over the supply of food by natural calamity

the reason of some state of India to be more food insecure is that in coastal areas like mumbai , kerala  ,cheenai ,etc. are close to sea .during flood there is lack of food and shelter for people .there if there would be no food then the people over there will die of hunger .to prevent that we need to insure food .
in gujrat ,rajasthan etc are close to tropic of cancer so there is above 44 degrees during daytime it can cause drought so there also people will need food and if there would be no food insure people there will die of hunger.so we need to isure food.
