Reign of terror is the term given to the oppressive rule of maxmillan robespierre in france after the monarchy was demolished. He used a policy of complete suppression in these ways

social - he shut down all the churches and converted them to be used for government offices.

political- he guillotined every one who dared to oppose him. Be it any political group including his own peopleĀ 

economical- he asked/forced every person to eat the regular bread or cheap bread.
