As in a country as vast as India the administration cannot be alone controlled by the prime minister..

So there are portfolios given to the council of ministers such as forest..beauracrats..etc.

There are 3 civil services..

IPS..indian police service

IFS..indian forest service

IAS..indian administration service

The time being is not alloted particularly but is a great help..
