are:

Government - functions as the boundary between Constitution and legislation

Based on many governments including South African governments, democracy can be divided into five structures: National government, provincial government, local government, traditional authorities, and political parties.
- The national government refers to a government or political authority that controls a nation. The government has a national army, and power over its state and provinces which allow them to set and maintain the foreign policy, and are able to collect taxes.
- Provincial government or regional government is a level of government that consists of institutional units that have some functions of the government at a level below the main/central government but above local authorities. They look after problems that affect the province as a whole.
- Local government is a form of government that constitutes a subdivision of a significant political unit or a specific local area.
- Traditional authorities. These are further divided into municipalities, regional, rural communities, and local service districts.
- Political parties are an organization that coordinate candidates to compete in a particular form of election. They make up the individuals would get voted into forms of government either through direct election or nomination.
