Answer:
The ICC members wanted the headquarters in London as LORD'S stadium is called as the home of Cricket but the members didn't want to pay the UK corporation tax. This problem made the members reanalyze about their location. After the voting in Dubai's favor, it was decided that the Headquarters of the International Cricket Council (ICC) to be shifted to Dubai. This was also an important step because in the 2000s, South Asia India, Srilanka, Pakistan was emerging as the major cricketing nations , and India, was becoming the richest of the boards so it was inevitable to keep power centers far from it. The relocation of ICC headquarters happened in 2005 and the offices in the U.K were shut down.
