Paradox in itself means existence of two situations that appear contradictory but in essence may both be existing at the same time.
The statement outlines the unemployment crisis where there are a lot of people who are unemployed due to lack of jobs but at the same time there exist so many jobs that are vacant( however, these jobs have vacancies due to the high level of complexity that the vast majority may not be able to handle.)

-Therefore looking at it with a simple view, there are jobs with no one to attend to while at the same time there are many people with no jobs but actively looking for one.

Answer: Paradoxical means having two opposite features . Paradoxical manpower situation is a situation where we have abundant manpower in one field of work and on the other side  we have scarce of manpower.

In India, educated unemployment is a common phenomenon. Today, unemployment among students who have done matriculation, graduation and post-graduation are increasing. There is unemployment among one type of technically qualified person on one hand, while there is a dearth of technical skills required for some other job. For example, computer science graduates are increasing day by day, but there are fewer jobs which require their technical skills. On the other hand, there is a dearth of accountants, and there are many vacant positions for an accountant. This situation is known as paradoxical manpower situation where a surplus of manpower in certain categories coexists with a shortage of manpower in others.
