French had a failing policy in vietnam..many students enroll in schools but in final year more than three-fourth were failed because of this policy of failing students. This is done to ensure very few vietnamese were able to get white color jobs....because most of the post in these services were assured by french citizens living in vietnam(colons)..

Hope it helps....

The French government ..... Use the concept of modernization in order to modern the Vietnam they says to people of Vietnam ...we are not just came to harm you we are come to make you modern we belong to as a modern country. They make many this ... related to there farmer in order to attract Vietnamese people... they make some Best thing for farmer which in few year Vietnam counted in top of the rice producer......And they. also make Tonkin free school in order to spread there Religious and custom which Vietnamese students get easily accept the French ...and do not against the law of French government ..... That's all....
