The Cycle of PovertyAccording to folk tales, the French aristocrat Marie Antoinette was once told that the peasants had no bread to eat, and responded by stating, ''Let them eat cake''. It should be noted that she was executed in a people's revolution years later. Whether this story is true or not, it does represent a consistent inability of many people to understand the intricacies of poverty. That sentiment has been repeated time and time again by policy makers who respond to issues of poverty in the same way: ''why don't the poor just stop being poor?'' Well, why don't they? Poverty is a complex issue, and many scholars ascribe to what we call thecycle of poverty. What this means is that once a family has entered into the conditions of poverty for a certain amount of time, the realities of being impoverished make it extremely difficult to get out of that situation without help. Basically, when the poor don't have bread, we can't expect them to afford cake
