Explain the views of paul bernard regarding the economy of vietnam

Paul bernad says that french colony is needed because then only development came to Vietnam but he says about some barriers that are over population , chronic indebtness, low production in agriculture, uneducated peoples are vietnam so that colonisation is needed.
