Bhagya Reddy Varma was born to Madare Venkaiah and Julia Ragmamba in Hyderabad.He was against untouchability and fought for it in Hyderabad. A social organization named "Adi Hindu" was established by him to create  awareness among the Dalits. He also formed a group called Jagan Mitra Mandali by involving the Harijans and Malas and through this group he started educating the Dalits.

During 1930, Reddy decided to take up the Dalit issue of being treated as untouchables to the British notice by speaking about it in the All India Round Table Conference at Lucknow which was conducted in the same year. In that conference, he insisted to recognize the Dalits as Adi Hindus instead of calling them as untouchables.
