Explanation:

A body can be charged by three method :

1- Friction

2- Conduction

3- Induction

your picture shows 2nd and 3rd method

Conduction :

In conduction a uncharged body can be charged by touching a charged body to it , charged body transfer its charges to uncharged body in a manner that both body will have equal amount of charge !

Induction :

In induction a charged body bring near to the uncharged body without touching , due to electrostatic force , charged body attract opposite charges towards it, in this process opposite charges are separate each other in the uncharged body, now grounding the uncharged body ! By moving extra charges to ground or from ground (depends upon what type of charges you have in charged body) now uncharged body became charged !
