this statement means that the world si governed by the people who are rich,powerful.

But there are people who creates their history through their own language, ideas and views.

They influence the public through warmth of ideas and their speeches.

So their language must contain the warmth and strenght of the sun to create history.

Answer: The sun here stands for optimism and hope.

Explanation: in the last stanza poet shows optimism and here he evokes the governors, inspectors and visitors to improve the plight of these slum children. In last sentence, he evokes not to be hopeless and reveals that only those can create history whose language is optimistic and full of hope.
