Hitler was very scared throughout the year 1941 that the Soviet unoin would invade Romania, a country who supplied Germany with oil. Scared enough that he would state on many occasions that if Romanian oil fields were siezed, the war is as good as finished. Therefore this puts one in a state of mind that he must strike first in order to avoid oil fields from being siezed.
The soviets were lining up on the borders of Germany, to be clear, Stalin moved many divisions from the Stalin line towards the German borders (on to the land he had recently conquered). The soldiers were in an offensive stance, supply depots and diesel reserves were also built up behind the armies. At least two instances of the German intelligence service(Abwehr) reports mentioned various combinatoins of these developments to hitler and the German high command. So it was starting to look like the soviets might strike at Germany.
What was really happening? It is difficult to say. Stalin did want to attack, there can be no doubt of it. But the question is: who did he want to attack?. Some documents do prove that he wanted to strike deep into the balkans (which includes the Romanian oil fields).

If you line up on the on the western front in 1941 in a offensive stance, it could only mean your going to strike Germany, or Romania/Hungary. Both Romania and Hungary were essential trade partners to Germany, so it is basically like attaining germany.
