it lowers the temperature and makes the locality damp due to the presence of irrigation water.
excessive seepage into the ground raises the water table and this in turn completely saturates the crop root zone. it causes water logging of that area.

Water logging.Salinity and alkalinity of land.
Ill aeration of soil.Pollution of underground water.
Results in colder and damper climate causing outbreak of diseases like malaria.
