short circuit is said to have happened if the insulation of either live or neutral wire is torn and they directly come in contact with each other which leads to spark formation and can even lead to fire...On the other hand overloading is the case if we connect a lot of appliances to a single socket at a time and switch them on at a time which leads to the over heating of appliances..Which can cause the same case..

Electric fuse is a device used to prevent fire n damage to the appliance due to overloading....It has got a wire which melts before any damage is caused due to overloading and cuts off the circuit.
