Congress of Vienna, assembly in 1814–15 that reorganized Europe after the Napoleonic Wars. It began in September 1814, five months after Napoleon I’s first abdication and completed its “Final Act” in June 1815, shortly before the Waterloocampaign and the final defeat of Napoleon. The settlement was the most-comprehensive treaty that Europe had ever seen.

Answer: 1. The Conservative regime was set up in 1815 which did not tolerate criticism and dissent that fingered autocratic government.

2. Most of them imposed censorship in newspaper, T.V., radio, books, magazines, plays and songs that would reflect liberty and freedom

3.  One of the major issues taken up by liberal-nationalist was censorship on the press or media.
