ANSWER:- Ahamadabad and Kolkata are able to seen noon sun exactly over head twice a year because,both ahemadabad and Kolkata lie in the tropical zone

Here , Delhi is slightly above from the Tropic of Cancer.

The two cities get overhead sun twice a year because this happens due to the Suns direct Ray's shift from Equator to Tropic

€ . Here secondly , when it moves away from the Tropic --- Equator

So this noon sun never come over the areas or places like Delhi
€. It do not fall within the tropical zone

The Sun's apparent movement towards the north and south of the equator is within the tropics…(Tropic of cancer to Tropic of Capricorn) the places located in within this can see noon sun directly overhead twice a year…since Ahmedabad and Kolkata are below tropic of cancer and above equator so these stations could see it but Delhi is North of the tropic of cancer…. 29 degree approximately. So it could not see noon sun overhead at any time of the year..
