Anhydrous HCl is a poor conductor because it does not contain free ions.

On the other hand in its aqueous form, it contains free ions and thus it conducts electricity.

Hcl when anhydrous has no h+ ions and when dissolved in water it has h+ ions which makes it a good conductor of electricity
