It is clearly visible for the above resonating structure that the C-Cl bond has 75 % double bond character and its bond order is more than single bond and less than double bond.

Hey !!
In chlorobenzene, each carbon atom is sp² hybridised due to resonance there is a partial double bond character, so bond length is short.
