becoz when carbon atom form carbon tetrachloride it need only one atom to complete it bonding but hydragen and oxygen are present in h2 and o2 state that's why it doesn't dissolve in water

Carbon tetrachloride is a non polar covalent compound which consists of only molecules as a result due to lack of free ions it does not dissolve in water.
