The kinetic energy between the particles in the water vapour and gas is high (due to negligible intermolecular force of attraction) as compared to ice, water (when boiled) possess water vapour and due to the heat generated will increase the intermolecular force of attraction of the particles and hence they will start evaporating. Tge water when freezed will tightly bind the water molecules with itself and making it a sense that the thermal energy possessed will less.
