⏭️ Due to the absence of vacant orbital in the valence shell of 'F' it cannot expand its covalency and has covalency 1.

However, 'Cl' can expand its covalency is in the various excited state due to the presence of vacant d-orbital in the valence shell. And thus it has covalencies 1,3,5 and 7.
