This is because they are limited in nature and if they have to be formed again, they can take millions of years to form from the dead buried deep inside the earth and exposed to high temperature and pressure.All these  happen naturally and take longer than a person's life span.

Fossil fuels are formed by decaying of dead plants and animals,after years ,under high pressure and high heat . This takes a lot of time

so it is easier to exploit this resource ,but it takes millions of years to form .It does gets formed after years but it takes a lot of time this is why it is a exhaustible and non renewable resource
