Answer:

i) Resonance keeps it stable even in presence of charge.

ii) The charge is shared between two electronegative atoms (i.e O ) on -COOH instead of just one like in ph-OH

iii) 2 Chloropropanoic acid forms a conjugate base with a 2 degree carbocation, unlike 3 Chloropropanoic acid making it more stable and hence stronger acid.

iv) Chlorine is an electron withdrawing group and induces +I effect making it easier of the acid to release H+ and hence more acidic.
