Ice has a cage like structure which means that many vacant spaces are left when the molecules of water combine to form ice. The number of these vacant spaces are less in water or the ice has more porous than water so, it floats over the water.

Ice floats on water or any other fluid because it has lesser density as compared to the water or any other fluid.
