Cause of the given observation:-

For extinguishing fire,a fireman directs a powerful stream of water towards fire.This powerful stream of water is action.This reaction is on hosepipe,which if not held up tightly,will move in a direction opposite to the flow of water.

Thus,it is difficult for a fireman to hold a hose,which ejects a large amount of water with high velocity.
