In an open circuit, the electro motive force (voltage) is insufficient to make the electric charge flow through the air gap. To make electric charge flow through the open circuit (gap), sufficiently high voltage, needs to be applied. Then the electric charge would ionize the molecules of the air, there by allowing the electric charge to flow through the charged molecules (ions)(conducting medium).
