Yes a neutral object can be electrically charged. This phenomenon of charging a neutral object is known as Electrostatic induction. When a charged object will be brought in the nearby vicinity of the neutral object, partial rearrangement of charges will take place inside it. For eg, if you bring a negatively charged rod near a neutral object, the side which is nearer to the rod will develop a positive charge and the farther side will develop a negative charge. This happens because the negative charges of the rod attract the positive charges of the object which results into the formation of a partial negative side and partial positive side. Have a look at the example given below. Here, the ball is initially neutral. Then, an positively charged rod is brought near it. The nearer side gets negatively charged and the other side becomes positively charged. The side with positive charge us then grounded which means that all of the positive charges flow into the earth and the ball becomes negatively charged.
