Some countries in the world have "natural resources" but they cannot use it for social use because of the lack of financial resources and technology to make use of the resources. For example India has a lot of potential for utilising solar energy but India is not utilising it to its full extent. Same is the case with tidal energy and geo thermal energy. Some backward countries of the world located in Africa cannot utilise their resources as they neither have funds nor technology to extract minerals from mines or make full use of them to benefit the citizens of its nation.
