According to Newton's First law of motion, an object in rest will always be at rest and an object in motion will continue to be in motion unless an unbalanced external force is applied. In this case, when the branch is shaken vigorously, the branch comes in motion and tends to be in motion, but the leaves at rest wants to be at rest. Due to this the leaves detach from the branch and fall off.
