explain why the density of pure water is maximum at 4 degree Celsius

when ice melts to liquid water the molecules of water collapse and the density of water increases....so density increases.On heating about 4℃,density decreases owing to general thermal expansion of the liquid.
Hence maximum density is recorded at this temperature ..
