Bcoz stars are a small pointed object which emit their own light the apparent position of the star fluctuate and the amount of light entering the eye flickers

The twinkling process of stars which are situated in multiple light-years of distance gap, is mainly happens due to the reflection and the refraction of the incoming light rays from the stars.
But the planets will not twinkle if we observe them from the distance gap similar to those stars.
Because, planets are not self illuminated,they are not able to produce light rays like the stars.
That's why planets don't twinkle like the stars.
