It is because So that drivers ahead of it on the road can read it (correctly) as AMBULANCE in their rearview mirrors, and yield the right of way. If the word was not reversed, the drivers of the cars ahead of the vehicle would see: "ECNALUBMA."

=>> It is a phenomenon in which when an object is placed in front of the mirror the right side of the object becomes left side of the image and the left side of the object becomes right side of the image.
