iFactors to be considered :

in gaseous phase : more the electron releasing nature and no. of groups more the basicity so tertiary > secondary > primary

in aqueous phase electron releasing nature of groups as above

the carbocation formed on addition of proton if more stable implies stronger base. the carbocation will be stabilised by ydrogen bonding also. but the extent of hydrogen bonding reduced due to presence of more alkyl groupsm(steric hinderance )

so for inductive eff factor more alkyl groups favourable and for steric factor less alkyl groups is favourable.

overall the final order is :

secondary > tertiary > primary ( ethyl substituted amines)

secondary > primary >tertiary (methyl substituted amines)
