The three levels of the panchayats :

Gram Panchayat

The gram panchayat are answerable to the gram sabha because it is the member of gram sabha who elect them.

Panchayat Samiti

The block level which is called the janpad panchayat or the panchayat samiti has many panchayats under it.

Zila Parishad

The Zila Parishad actually makes development plans at the district level.With the help of panchayat samiti,it also regulates the money distribution among all gram panchayats.
