The rule of exponents says that when the base of two terms are equal, the powers are also equal.

So, according to this, the answer to your question would be:

 \large {{x}^{b}  +  {x}^{c} }

=⟩  \large {b  + c}

Note:

If it would have been:  \large {{x}^{b}  \times  {x}^{c} }

Then, it could have been written as  \large {x^{b+c}} and not only  \large {b  + c}.

You can add or subtract only when the bases are equal.
