taking 2 to left side,

3y-2=0            (sign will change)

Here, its observed that there is no x variable or in other words the coefficient of x is 0. ( 0*x=0 )

So the equation can be also written as,

0x+3y-2 =0

On comparing,

0x+3y-2 =0

ax+by+c =0

value of a  = 0

value of b = 3

value of c= -2
