The equation is :-
$3y = 8x + 3$
As we can observe that the degree of polynomial is one, therefore it is a linear equation.
This equation is same as that of:-
$8x + 3 = 3y$
Just we have interchanged R.H.S. and L.H.S. .

Now we will use transposition method.
By transposition method we will bring 3y to L.H.S.
We get,
$8x + 3 - 3y = 0$
The R.H.S. has become hero because when we transposed 3y to other side then we are left up with nothing i.e. zero (0) on R.H.S. .
=>NOW THUS EQUATION IS IN THE FORM OF :-
$ax + by + c = 0$
$8x - 3y + 3 = 0$
Here upon comparing , we get :-
$a = 8$
$b = - 3$

$c = 3$
