Solution:  

1. The ratio of two quantities a and b is calculated by using the formula (a/b). The ratio of a and b is denoted as a:b.  

=> a:b simply implies a/b.  

2. The given quantities are 15 minutes and 1 hour. The units of the two quantities are different. Hence, we have to make the units similar.  

=> The value of 1 hour is 60 minutes,

=> The ratio of  15 minutes and 1 hour is,  

=>  15 minutes / 1 hour,  

=> 15 minutes / 60 minutes, ( Units are same hence operation can be performed  ).  

=> 1.4.  

3. 15 minutes / 1 hour = 15:60 (OR) 1:4
