Actually i also have the same doubt. As the same question was asked in neet 2019. According to me the answer should be after fertilisation but in many answer keys the answer given is after entry of sperm but before fertilisation. In google the answer given is after fertilisation.

Now according to my logic formation of second polar body takes place after entry of sperm but before fertilisation and extrusio of second polar body takes place after fertilisation.
